The two codes of conduct relevant to Victorian public sector employees are the:

  • Code of Conduct for Victorian public sector employees
  • Code of Conduct for Victorian public sector employees of special bodies

There is also the Code of Conduct for Directors of Victorian Public Entities.

The codes guide employee behaviour. They reinforce the public sector values and describe the nature of the relationship between employees, the government, community and colleagues. The codes may be supplemented with policies and procedures within individual organisations.

The Codes of Conduct are binding on all public sector employees. The Codes reinforce the public sector values by describing the behaviours expected of all those employed by public sector organisations.

Public sector employers need to provide the framework of policies and procedures that support employees in abiding by the codes.

Those employed in special bodies such as the Office of the Ombudsman have greater independence from government and are therefore not required to advise government or deliver government policies or programs.

Public sector employees are required to familiarise themselves and act in accord with the Code that applies to them. A contravention of the code may constitute misconduct.

The Code of Conduct Guidance Notes support the Codes of Conduct.
