As public servants we need to have the right capabilities to serve Victorians, now and in the future.

Launched by the Secretary of the Department of Premier and Cabinet and the VPSC Commissioner at the end of 2024, Victorian Public Service secretaries are investing in a new approach to public service capability development.

They have released a 2025 Capability Development Statement to set out the program of work and highlight the importance of strengthening the workforce.

The Victorian Public Sector Commission is leading the delivery of training, events and support hubs aimed at developing the core capabilities of public service craft.

Different roles require different skillsets, but at a minimum, all public servants need expertise in core public service craft capabilities. These are:

  • working in government
  • integrity
  • leadership and management
  • understanding and applying the Public sector values

What’s on offer

The Working in government hub on the Innovation Network brings together essential information and training to help VPS staff understand and navigate the Victorian public sector. It includes information and guidance on:

  • Getting started in government
  • Getting our work done
  • Building our capabilities

Events and training are available for all VPS staff, as well as targeted training for new starters, managers and executives through the Innovation Network.

New events will be added quarterly.
