Aboriginal and/or Torres Strait Islander employees vs Victorian population
The estimated percentage of employees who identify as Aboriginal and/or Torres Strait Islander:
- 1.15% of the overall public sector workforce (this figure doesn’t include government schools)
- 1% of the Victorian population.

In 2024, we refined how we estimate the percentage of employees who identify as Aboriginal and/or Torres Strait Islander. As a result, we don’t directly compare 2024 data to 2023.
Aboriginal and/or Torres Strait Islander employees in the Victorian Public Service
In 2017, the Victorian public sector launched the 5 year Aboriginal Employment Strategy, Barring Djinang.
In 2025, Barring Djinang: First Peoples Workforce Development Framework was launched as the new 4-year strategy to enhance Aboriginal employment outcomes across the Victorian public sector.
Since June 2017, the number of Victorian Public Service employees who identify as Aboriginal and/or Torres Strait Islander:
- rose from 478 to 760
- rose from 1.1% to 1.33%.
