Graduate opportunities are an important first step in a successful public service career.
The VPSC promotes graduate opportunities across the sector, including the flagship Graduate Recruitment and Development Scheme.
Since 2005, the Victorian Public Sector Commission (VPSC) has managed the Victorian Public Service Graduate Recruitment and Development Scheme (VPS GRADS) on behalf of participating VPS departments and agencies (formerly as the State Services Authority).
The VPS GRADS aims to encourage graduate participation in the public service. It provides a supportive and developmental channel into the VPS, and ultimately, assist in building the future capability of the VPS.
Graduates’ flexibility and resilience are assessed and extended through three placements across different departments and agencies of the VPS. This exposes graduates to different areas of government, organisational cultures and management styles.
The structured learning and development program covers all the essential needs for solid performance in the public service including:
- project management
- public policy
- writing for government
- ethics, privacy and data protection
- freedom of information
- team building
- report writing
- presentation skills
- Aboriginal cultural awareness
- training to apply the Victorian Charter of Human Rights.

This mobile responsive site is a comprehensive hub of information bringing together opportunities from across the Victorian public sector including internships, cadetship programs, entry-level roles, and the flagship Victorian Public Service Graduate Recruitment and Development Scheme.
All participating departments and agencies are encouraged to contribute content, profiles and links for this site to ensure they don’t miss out when graduates go looking to see what’s on offer with the Victorian Government.
Departments can also use the Graduates website for graduate recruitment campaigns – for nurses, engineers, scientists, journalists and communications professionals, lawyers – graduate programs are promoted through our graduates site and from there across universities throughout the year.
