Overall public sector

  • fixed-term employees rose by 11,792 or 21.6% (headcount)
  • fixed-term employees represent 19.2% of employees, a rise from 17% at June 2020
  • ongoing employees rose by 9,252 or 3.7%
  • ongoing employees represent 74.2% of employees, a fall from 76.7% at June 2020.

More fixed-term employees were required to manage the impacts of COVID-19 and to meet increased demand in:

  • the Victorian Public Service
  • government schools
  • public healthcare
  • creative industries, finance, transport and others, in particular the Victorian Workcover Authority and VicRoads.

Victorian Public Service

  • fixed-term employees rose by 6,372 or 66.5% (headcount)
  • fixed-term employees represent 27.3% of employees, a rise from 19.2% at June 2020
  • ongoing employees rose by 2,015 or 5.1%
  • ongoing employees represent 71.1% of employees, a fall from 79.1% at June 2020.

More fixed-term employees were needed to manage the impacts of COVID-19 and to support COVID-19 Quarantine Victoria.


Full-time and part-time employment by industry group

Changes in part-time employment:

  • 68.3% of healthcare employees work part-time up from 66.6% at June 2020
  • 14.2% of Victorian Public Service employees work part-time down from 15.7% at June 2020
  • the overall number of part-time Victorian Public Service employees rose but most new employees work full-time.
