All public sector new starters

61,051 non-casual employees started with a Victorian public sector employer:

  • 23,325 were aged 24 to 34
  • 30,306 were fixed-term employees
  • 25,333 were part-time employees
  • 40,605 were women.

All public sector separations

50,498 non-casual employees separated from a Victorian public sector employer:

  • 31,665 were ongoing employees
  • 27,313 were full-time employees
  • 33,501 were women.

Victorian Public Service (VPS) only

  • 12,816 non-casual employees started with a VPS employer.
  • 54% of new employees (6,969) were employed on a fixed-term basis, compared to 67% in 2021-22.
  • 12,571 non-casual employees separated from a VPS employer.
  • 41% of separated employees (5,145) were employed on a fixed-term basis.
  • The number of new starters who came from another VPS employer has been increasing since 2018.
  • 5% of all ongoing and fixed-term VPS employees (2,833) moved between VPS organisations.

In 2022-23, separation rates for non-casual employees:

  • fell across most industry groups
  • rose in the Emergency Services Telecommunication Authority (police and emergency services)
  • rose among water catchment employees (water and land management).

Victorian Public Service employees who moved across organisations

The Victorian Public Service (VPS) is a single employer with common terms and conditions for employees, made up of:

  • 10 departments
  • Victoria Police
  • 45 offices and authorities.

As a large and diverse employer, VPS employees can build satisfying careers across a service-wide structure.

In July 2019, the government set up the Jobs and Skills Exchange to support mobility in the VPS.

Since its introduction along with a new recruitment policy, the number of people transferring between VPS agencies has increased from 1,175 to 2,833.

Mobility rate in the Victorian Public Service

The mobility rate is the proportion of all active non-casual employees who moved between Victorian Public Service employers.

About one in 20 employees moved between VPS employers in 2023.
