About the model protocol
The model protocol has guidance for the Victorian Public Service on how to implement our advice for informing and advising ministers in the Victorian Public Service (VPS).
It’s been shared with secretaries so they can customise and apply it within their departments.
Noting that each department will customise, the model protocol provides broad expectations for:
- how public servants should communicate and advise ministers and their offices
- who is authorised to contact the minister’s office
- how to provide factual information and policy advice to the minister’s office.
The protocols are consistent with our obligations under the Code of Conduct for Victorian Public Sector Employees.
