The policy guide includes, in particular, minimum accountabilities for managing gifts, benefits and hospitality. These minimum accountabilities are binding under Instruction 3.4.11 of the Instructions supporting the Standing Directions of the Minister for Finance 2016.
The policy guide and supporting resources aid implementation of the minimum accountabilities. The resources also highlight the importance of considering conflicts of interest and reputational risks when giving or receiving gifts, benefits or hospitality.
Each public sector organisation is expected to publish a register of all declarable gifts, benefits and hospitality on its website for the current and previous financial year.
VPSC has developed a range of tools and resources to assist public officials and their employers to meet the minimum accountabilities.
For employers, this includes:
- a model gifts, benefits and hospitality policy, incorporating the minimum accountabilities; and
- a model gifts, benefits and hospitality declaration form and register.
For employees, this includes the gifts, benefits and hospitality flow chart.
The gifts, benefits and hospitality resource suite consists of:
Gifts, benefit and hospitality flow chart
The flow chart provides a summary of the decision making process to follow when employees are offered a gift, benefit or hospitality.
The flow chart is available as a PDF. If you have difficulties downloading this document, or require an accessible version, please contact VPSC.
