The aim of this module is to identify your stakeholders in future scenarios and explore their needs and the value you’ll deliver.
Objectives
By the end of this module, you’ll:
- have identified your key stakeholders and their needs
- have defined the value you’ll deliver for your stakeholders, the processes to support this and the capabilities you need.
Activities in this module
Activity 1: Empathy maps
An empathy map helps you understand how your stakeholders think, feel, hear and see.
An empathy map can help you explore:
- what your stakeholders want from your business area
- what will help your business area meet your stakeholders’ needs
- how your stakeholders interact with your business area and any issues or problems they may have
- what indicates your stakeholders’ needs have been met.
How to do this activity
To identify and create an empathy map for each of your stakeholders, use the:

Activity 2: Strategy map
A strategy map is a high-level view of the value you’ll deliver for your stakeholders, the processes to support this and the capabilities you need.
You’ll map:
- stakeholders
- the value of the product or service you’ll deliver to your stakeholders
- the processes you’ll need in place to deliver your services or outcomes for your stakeholders
- the capabilities and systems you need to deliver your services or outcomes to stakeholders.
How to do this activity
Use the:
Value chain mapping – stakeholder map template (PowerPoint, 1.1MB)
Using the stakeholders you identified in your empathy map, create a strategy map.

Workshop facilitator tips for this module
If you run this as a workshop:
- run it multiple times if you have a lot of stakeholders to think about
- keep in mind some people may feel challenged after they discover that the workforce they have right now is different to what they need in the future.
